Spec text
A time instant: 1) Shall be expressed as an instant time in Coordinated Universal Time (UTC); 2) Shall include indication of seconds, even when the number of seconds is zero; 3) Shall not include fractions of seconds; and 4) Shall not use local offset from UTC.
